Working Groups and Committees
All Councillors are required to attend Full Council Meetings. They may also be appointed to Committees and Working Groups.
Committees
Subject to certain limitations, Full Council may delegate some of its statutory functions to one or more Committee, operating under a Terms of Reference.
Upton Parish Council does not have any committees at present.
Working Groups
Working Groups are formed to focus on specific tasks or issues assigned by the Full Council.
These groups do not have the authority to carry out the Council’s formal responsibilities or to make binding decisions. Instead, their role is to thoroughly examine matters referred to them, review relevant reports and information, explore possible options, and seek advice as needed.
After considering an issue in detail, a Working Group will present its findings and recommendations to the Full Council in a written report, explaining the reasoning and possible courses of action.
Importantly, Working Groups have no budget and cannot spend or commit Council funds; they may only make suggestions for the Council to consider.
All communication to and from a Working Group must be shared with the Clerk, ensuring transparency.
Ultimately, Working Groups exist to support the Council’s decision-making by providing research, analysis, and informed recommendations, but the final decisions always rest with the Full Council.
Upton Parish Council has the following Working Groups at present:
Play Equipment for U12s and Older Youth Provision Working Group
Formed: October 2024
Current Members: Councillor Bottwood, Councillor Caddy, Councillor Warnes
Purpose: Council agreed to form a Working Group, to consider:
- specific locations
- requirements for hardstanding
- licences and permissions
- how/whether the equipment might co-exist with the trim trail proposal.
